Full access Waterloo Public Library cards will be issued to applicants who provide proof of identification and current Iowa address. New full access card holders will have a three-month probationary period with a limit of five items of any sort.

Limited access Waterloo Public Library cards will be issued to applicants who are unable to provide proof of identification and/or current Iowa address. Borrowing privilege is limited to three items at one time. Hotspots and equipment cannot be borrowed with a limited access card.

Children below the 5th grade must have a parental or legal guardian signature to obtain a full access borrower’s card. Limited access borrower’s cards may be issued to children below 5th grade without a parental or legal guardian signature.

Waterloo Public Library will issue library cards in compliance with Open Access rules for statewide reciprocal borrowing.

3rd Age and Institutional cards are an agreement between the Library and an organization, not an individual.
